Governor reveals appointments to boards and commissions

Following are board and commission appointments announced by Gov. Jared Polis:

Automobile Theft Prevention Board

The Automobile Theft Prevention Board shall solicit and review applications for grants that assist in improving and supporting automobile theft prevention programs or programs for the enforcement or prosecution of automobile theft crimes through statewide planning and coordination.

For terms expiring February 1, 2030:

  • Tonia Rumer of Elizabeth, Colorado, to serve as a representative of an insurance company authorized to issue motor vehicle insurance policies, reappointed;
  • Sheriff Lloyd Rich Smith of Westcliffe, Colorado, to serve as a representative of law enforcement, appointed;
  • Nicole Zardoshtian of Highlands Ranch, Colorado, to serve as a representative of an insurance company authorized to issue motor vehicle insurance policies, appointed.

Colorado Civil Rights Commission

The Colorado Civil Rights Commission investigates complaints and conducts hearings concerning alleged discrimination in employment, apprenticeship programs, on-the-job training, and vocational schools. The commission also investigates the existence of discriminatory or unfair employment practices by a person, employment agency, labor organization, or vocational school.

For a term expiring March 13, 2028:

  • Mayuko Fieweger of Thornton, Colorado, to serve as a representative of a statewide chamber of commerce, reappointed.

Colorado Historic Preservation Review Board

The Historic Preservation State Review Board approves national register nominations.  The Board also reviews the State Historic Preservation Officer's recommendations for national landmarks and provides general advice, guidance, and professional recommendations to the State Historic Preservation Officer in carrying out the duties and responsibilities authorized by the National Historic Preservation Act.

For terms expiring Jan. 1, 2026:

  • Dr. Charles Saenz of Alamosa, Colorado, to serve as a representative of history, reappointed;
  • Carl McWilliams of Fort Collins, Colorado, to serve as a professional in the field, reappointed;
  • Dr. Stuart Lord of Lafayette, Colorado, appointed;
  • Alishaunia Cox of Denver, Colorado, appointed;
  • Jessica Tribbett of Georgetown, Colorado, appointed;
  • Emily Pancake of Denver, Colorado, appointed.

Colorado State University System Board of Governors

The Board of Governors of the Colorado State University System is the governing board for Colorado State University system. 

For a term expiring Dec. 31, 2026:

  • Dominic DiSanti of Pueblo, Colorado, to serve as a member with experience in production agriculture, and who resides in Southern Colorado, occasioned by a resignation, appointed.

Colorado Racing Commission

The Colorado Racing Commission regulates and supervises pari-mutuel wagering (for horses and dogs), including enforcement of rules, supervision of race meets and racing officials, and collection of revenues to the State.

For a term expiring July 1, 2026:

  • Jeffrey Ruebel of Westminster, Colorado, an Unaffiliated from the Eighth Congressional District, to serve as a registered elector, occasioned by a resignation, appointed.

Coroners Standards and Training Board

The Coroners Standards and Training Board’s duties include developing a curriculum for a training course for new coroners and approving the qualifications of the instructors who teach the course and approving training providers to certify coroners in basic medical-legal death investigation.

For terms expiring March 1, 2027:

  • Jeffrey Graf of Salida, Colorado, to serve as a coroner of a county with a population of less than fifty thousand but more than fifteen thousand, reappointed;
  • Glen Trainor of Granby, Colorado, to serve as a chief of police, reappointed.

Electric Transmission Authority Board

The Electric Transmission Authority is intended to facilitate the identification, financing, and development of new electric transmission projects in Colorado.

For a term expiring Feb. 18, 2028:

  • Chris Caskey of Paonia, Colorado, to serve as a representative of the interests of electric utility customers residing west of the continental divide, reappointed.

Emergency Medical Practice Advisory Council

The Emergency Medical Practice Advisory Council was created to advise CDPHE regarding the appropriate scope of practice for emergency medical technicians, including waivers to the scope of practice, and for criteria for physicians to serve as EMS medical directors.

For a term expiring Oct. 17, 2025:

  • Luis Verduzco of Greenwood Village, Colorado, to serve as an anesthesiologist licensed in good standing in Colorado, recommended by a statewide association of anesthesiologists, occasioned by a resignation, appointed.

Ground Water Commission

The Commission determines the boundaries of designated groundwater basins by geographic description and considers well permit applications for persons desiring to appropriate designated groundwater for beneficial use.  The Commission is responsible for the development of policies and procedures for maximum economic development, as well as the protection of the vested rights of the designated groundwater basins of the state.

Effective May 2, 2024 for terms expiring May 1, 2028:

  • James M. Noble of Denver, Colorado, to serve as a representative of municipal or industrial users, reappointed;
  • Timothy Pautler of Stratton, Colorado, a resident agriculturist from the Northern High Plains Basin, reappointed;
  • David Payne of Fruita, Colorado, to serve as a representative of Western Slope municipal or industrial users, appointed.

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that select nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

Eighteenth Judicial District Nominating Commission for a term expiring Dec. 31, 2029:

  • Mary Michael Cooke of Englewood, Colorado, to serve as a non-attorney and member from Arapahoe County, appointed.

Twenty First Judicial District Nominating Commission

For terms expiring Dec. 31, 2029:

  • Denise Rodriguez of Grand Junction, Colorado, to serve as a non-attorney and member from Mesa County, appointed;
  • Cynthia Graves of Grand Junction, Colorado, to serve as a non-attorney and member from Mesa County, appointed.

Pinnacol Assurance Board of Directors

The Pinnacol Assurance Board of Directors promulgates rules and regulations pertaining to the operation and administration of the Colorado Pinnacol Assurance Fund. 

For a term expiring Jan. 1, 2025:

  • Angela Oakley of Centennial, Colorado, to represent an employer whose liability is insured by Pinnacol, occasioned by a resignation, appointed.

Physical Therapy Board

The Physical Therapy Board is responsible for the regulations of the practice of physical therapy in Colorado.  It also grants licenses to qualified applicants, adopts all reasonable and necessary rules for the administration and enforcement of regulations, supervises unlicensed persons by physical therapists, taking into account the education and training of the unlicensed individuals and the physical therapy of animals, including without limitation, education and clinical requirements for the performance of physical therapy of animals and the procedure for handling complaints to the Department of Regulatory Agencies regarding physical therapy of animals.

For a term expiring Jan. 1, 2027:

  • Shekema McCarthy, PT, DPT of Aurora, Colorado, to serve as a physical therapist occasioned by a resignation, appointed.

Radiation Advisory Committee

The Radiation Advisory Committee provides technical advice to the Department of Public Health and Environment relating to the radiation control program. The radiation control program regulates the possession, use, and disposal of radioactive material and radiation producing machines.

For terms expiring Jan. 1, 2028:

  • Daniel Wardrop of Salida, Colorado, to serve as a representative of the healing arts, appointed;
  • Benjamin Elwood of Westminster, Colorado, to serve as a representative of industry, appointed;
  • Margaret Ashton of Longmont, Colorado, to serve as a representative of higher education, reappointed.

Real Estate Commission

The Real Estate Commission regulates the licensing and conduct of real estate brokers and salespeople and pre-owned home warranty service companies.

Effective April 13, 2024 for a term expiring April 12, 2027:

  • Autymn Rubal of Denver, Colorado, to serve as a public member, appointed;
  • Erika Doyle of Grand Junction, Colorado, to serve as a real estate broker, appointed;
  • Graham Kaltenbach of Denver, Colorado, to serve as a real estate broker, reappointed.

State Board of Chiropractic Examiners

The State Board of Chiropractic Examiners is responsible for making rules and regulations dealing with the Chiropractic Profession in Colorado.  It also grants licenses to qualified applicants, approves chiropractic schools and conducts hearings when necessary.

Effective May 19, 2024 for terms expiring May 18, 2028:

  • James Westover, DC of Wheat Ridge, Colorado, to serve as a chiropractor, appointed.

State Board of Psychologist Examiners

The State Board of Psychologist Examiners reviews applicants for licensure and issues a license to those who meet the requirements to be a psychologist in the State of Colorado.

For a term expiring May 31, 2026:

  • Cecilia Gay, Psy.D. of Pueblo, Colorado, to serve as a licensed psychologist, occasioned by the resignation of Shanley Mangeot, Psy.D. of Glenwood Springs, Colorado, appointed;

Effective June 1, 2024 for terms expiring May 31, 2028:

  • Andrew Sia, PhD of Denver, Colorado, to serve as a licensed psychologist, occasioned by reappointed;
  • Jillian Sarmo of Centennial, Colorado, to serve as a public member, reappointed.

Urban Drainage and Flood Control District Board

The Urban Drainage and Flood Control Districts Board of Directors assists local governments in the planning, design, construction and maintenance of multi-jurisdictional drainage and flood control projects.

For a term expiring January 31, 2026:

  • Mayor Meredith Leighty of Northglenn, Colorado, to serve as a Mayor from Adams County, reappointed.

Water Quality Control Commission

The Commission is responsible for developing and maintaining a comprehensive and effective program for prevention, control and abatement of water pollution of the waters throughout the entire State.

For terms expiring Feb. 15, 2027:

  • Jennifer Bock of Steamboat Springs, Colorado, reappointed;
  • Blair Corning of Arvada, Colorado, appointed;
  • Katharine Lotspeich of Kersey, Colorado, appointed.
